# Malaysia's RM28 Billion Data-Centre Bet Comes With a RM43 Billion Bill Nobody's Celebrating

DayOne, a Singapore-based data-centre operator, is putting roughly RM28 billion (about US$7 billion) into Malaysia by the end of 2026 — new campuses in Johor, an expanded hub in Kuala Lumpur, thousands of jobs. That's the number that made headlines. It's not the number that matters most to every other business in the country.

That number belongs to TNB — Tenaga Nasional Berhad, Malaysia's national electricity utility, the company that actually has to deliver the power every data centre in the country runs on. TNB has committed **RM43 billion** to upgrade the grid between 2025 and 2027, largely because of demand like DayOne's. Here's the scale of what it's responding to:

A gigawatt is roughly what a mid-sized country's entire electricity grid runs on. Malaysia is planning to add the equivalent of several new national grids' worth of capacity in under a decade — and nearly a third of all the power the country uses by 2035 is projected to go to server rooms, not homes or factories.

## Two costs nobody put a headline number on

**Electricity.** Since July 2025, Malaysia's electricity tariff has a new structure: alongside the energy charge, there's now a separate capacity charge and network charge — costs tied to how much grid infrastructure a user requires, not just how much power they consume. Data centres, which draw enormous amounts of electricity continuously, around the clock, land squarely in the group built to carry more of that cost. The tariff applies to all 23.6 million electricity accounts in Peninsular Malaysia, which raises the fair question nobody's fully answered yet: as TNB's RM43 billion grid bill comes due, how much of it eventually shows up on everyone else's bill too, not just the data centres that caused it?

**Water.** A single 100-megawatt data centre needs about 4.16 million litres of water a day for cooling — roughly what a town of 10,000 people uses. Johor alone is planning 48 data centres by 2030, over 5 gigawatts of combined capacity, with a projected cooling-water need of around 675 million cubic metres. The state has already responded: it banned the most water-intensive class of data centre in late 2025, delayed approvals for evaporative cooling systems until 2027, raised industrial water tariffs, and is building four new treatment plants. That's not a warning about a future problem. It's a state government already spending money to manage a present one.

## Malaysia isn't the first to hit this wall — it's just hitting it faster

The United States offers the preview. Data centres already consume about 6% of all US electricity and are responsible for 55% of the country's electricity demand growth this year, according to recent industry tracking — and Goldman Sachs expects US data-centre power demand to double again by 2027\. That took the US years of buildout to reach. Malaysia's own trajectory — from 7% of national power use to a projected 31% inside one decade — is a steeper climb than the country that got there first.

## The question worth asking before the next groundbreaking ceremony

The RM28 billion figure is the one that gets a press release and a ribbon-cutting. The RM43 billion grid bill, and the new water tariffs already showing up in Johor, are the ones that quietly land on somebody else's invoice — a manufacturer's electricity account, a household's water bill, a business two industrial parks away that has nothing to do with data centres at all.

So the next time a new data-centre investment gets announced with a big number attached, the more useful question probably isn't how large the number is. It's simpler: who is actually paying for the grid and the water behind it — and is that cost heading toward your own utility bill in the next few years, whether your business has anything to do with AI or not?
